If WDS are playing a delaying game .... it may be because they are waiting for the rivers of gold to hit their balance sheet from the Senegal/FAR discoveries which have just come into onstream production.
Maybe, and I haven't analysed their balance sheet, they have been financially stretched with the Senegal development and the decline in the gas production from the NW shelf together with the delays and the cost of the Brouse field development
I may well be very wrong.
This was just a musing that I thought of given things are taking much longer than any of us expected.
