Yes I see that and hopefully it does "simplify and shorten" the approval process, but ... ASN stated from the very beginning that the pipeline would follow existing pathways and infrastructure and figured there wouldn't be many issues because of it.
They may use the existing pipeline corridor, but I doubt they will be able to use the existing pipeline with whatever crap that was left over from it's oily past. So it will need to be removed and replaced with new, resulting in significant disruption, wherever it gets laid.
I remain unconvinced there will be a near term solution and feel they jumped the gun preparing the Production Well pad(s) when and where they did before they changed the proposed location of the Production Plant from near the local airport to down by the river, and into the river they dived
