Hamas is extremely organised and defended in a massive tunnel system. The IDF gave up on the attempt to flood the tunnels as Hamas commanders had set up. tunnels to divert the seawater.
So I guess it continues for years with a failure to get a result. The choice being escalation or permanent warfare. They are locked in.
