    3rd fiscal quarter 2011 I take it to be starting in 2nd quarter of 2011 (if 2011 fiscal year is 1 July 10 to June 11).

    So it would commence operations in 2nd quarter 2011. When companies chop and change b/t fiscal and calendar years it can get quite confusing.
