4 weeks minimum. Theyre using a play on words. Second half of August sounds somewhere in the middle, however the last day of August is still in the second half.
Words like expected, scheduled, etc are not definite, hard set commitments unfortunately. Something can be scheduled for two weeks. Doesn't mean its going to be delivered in two weeks.
