the only real issue is synthetic DNA and RNA. Lots of countries spent the last few years building huge bioreactors calling them "vaccine labs". The key thing these vaccine labs do is make large quantities of synthetic DNA and RNA.

RNA is not contagious (it cannot self replicate into a pandemic) but if you create enough of it and disperse it you could sure create problems like a dangerous pandemic.
