I'd disagree.
Its a blend of all of those but also including the notable issues you've added.
A solution can be found to most things. The problem with market confidence, is if solutions are delayed and or missed multiple times then the market won't participate until something fundamental and material changes.
Like changing management, the root of all of the issues.
