While i get the sentiment of hurry the fkup fbr. They simply dont do that but in this case here are a few potential reasons.
All parties need to attend. FBR Mike & Mark, Liebherr cheifs, CRH cheifs, cheifs of the 3 builder companies. Aligning can be difficult and made harder when the boat was delayed.
Engineering sign off. Although they are likely prepared and have set criteria they are about to review and accept a new way of building that will potentially impact millions of homes. (Due diligence is required).

The government has supported FBR through R&D incentives. Hate to know where we would of been without that handout. I also don't want the government holding a share of FBR so I'm kinda glad they haven't thrown money at them.

For you mate, if your long term at this stage a few more weeks won't matter. If your short term not much comfort I can give except that Mike mentioned 4-8 weeks for all builds which shouldmean JV signed. But yeah I dont hold him to his words yet I listen closely.
Depending on your fitness, police record and willingness still plenty of entry level jobs in the mines paying over 100k if you need something to put a roof on your head until sorting your next chapter.
