I beleive the JA protocols state that the JA's decision should be made within a "reasonable" timeframe. It's not legislation I know, but it's something.
Courtney has known since the passing of the Bill to ban offshore mining and infrastructure, that her position can NOT be anything other than to reject PEP-11 and yet she IMO is wilfully withholding her duty to finalise what everyone knows is already a forgone decision (i.e rejection).
To wilfully and intentionally delay making a decision under these circumstances would be classified as acting in bad faith and the flow-on effect from that is that the timeframe could only be described as being manifestly "unreasonable".
I agree that nothing looks like it can be done until a decision is made which is the reason for the letter to Courtney (and hopefully some media attention ) is our best option right now.
