I'm thinking SAT was ready to go but someone saw an opportunity to purchase a large amount of FBR.
If SAT fails, there's a good chance FBR will run out of money so they probably thought it prudent to accept even though a post-SAT cap raise would be less dilutive (assuming it passed).
Given insider trading laws I very much doubt the SAT has occurred. It would have been postponed until the capital is secure.
