    yes, you've got it. representatives voted in but the public have no expertise in the various matters managed by Govt (minus the party ministers, the non-partisan administration).

    read some of the independent MPs websites. how they function is distinctly different to party MPs. independents strive to represent the electorate opinion, they garner opinion so as to ensure they are representing the predominant view of their constituents. Party pollies on the other hand often ignore the values of those that disagree with their party values and as such are unrepresentative of the electorate.

    "anarchy" is an obvious complaint. intelligent representatives, chosen by the people on merit instead of party membership, will need to reform parliament. new rules will be required for debate and managing govt business, election of MPs to oversee departments and accountability which allows parliament to oversee the overseers.

    as it presently stands, question time and MPs voting as a bloc regardless of the merits of legislation, are prime examples of why out parliamentary system is failing to competently represent Aus values. this is more chaotic than we should be having.
