The topic has been misunderstood big times. There is no lease as such between the government and vmt. Vmt doesn't need to pay anything more to the government, there is no landlord as such and no lease as such to be broken. VMT owns land and buildings for 40 years and can decide to lease it out to other companies, which is in part what is already happening at the other factory. Lets move on.
