Dear Kenny based on my experience working in Treasury for both libs & labs, I suspect many Ministers rely their department's briefings & summaries of cabinet submissions or big reports.
I dunno if this business plan has gone to Cabinet but at that stage the Minister leading the submission (not the Treasurer) will present it to his colleagues & hopefully his colleagues (incl the Treasurer) will have read the entire submission... failing that, he will rely on the very brilliant & accurate briefing summaries prepared by the likes of myself.
