I don't think the PM, Swan and definitely not Conroy have even bothered to read it.
It was developed in haste and will end badly.
Just like the pink batts scheme, the BER and the school computers program to name but a few stuff ups this ALP government has wreaked on the Australian people in the last 3 years or so.
