It all boils down to the one key issue, can you develop an open pit beside a neighbouring dam wall? It's possible I guess if money to fund the development is of no concern. How probable is it though? That's the tricky part that requires more info to assess. But let's imagine that this project does proceed and gets developed. In this scenario one thing's for sure, there are no guarantees that nothing will ever go wrong; the risk of the open pit impacting the dam's structure will always be present. That's a risk that a long-term investor like me is hesitant to take.
