Has anyone bothered to think what the consequences would be if the Ukrainians managed to overrun Kursk in Russian territory? If the Russians can't stop it using their land-based military then they will undoubtedly use their airforce to bomb the hell out of the region, after people have been evacuated from there of course. Tactical nukes would be a last resort but I doubt they would be necessary.
