Yes... Citgroup have borrowed so many shares (from another linked Cit group entity in UK I think) that they now have to declare their interest as it i over 5%. If and when the SP jumps up there'll be a scramble to return these share which may well help boost the SP, but that might be a way off unless the loan gets approved or China introduces a ban or such like.
