You dont expect any hearings for 6 months ?

I would expect a directions in the not too distant future whereby, amongst other things, parties will be encouraged to mediate.

There will be a justified expectation that the Goverment will mediate. Two reasons.

The Government is expected to be a "model litigate".

At hearing, a refusal to mediate will not be considered being a "model litigant" as the orders being sought are a simply a timeframe on a government process. A process that has taken manifestly. too long.

The Government is simply being asked to do what they are required to do. Hardly contraversial !
