An element to all of this is , well for mine, the expose/validation to what many here, myself most certainly, suspect is NOPTAs actual recommendation. Logic suggests it must be positive, if not we surely wouldn't be in this predicament.
I'd love the decision exposed but ackowledge it doesn't have to be for the purposes of this exercise. The 'explanation' on the block is why has it taken this long and this 'nudge' to coerce it, not the actual decision.
