    They canstart, they have permission to from ASIC per the info you posted. But as per the finer details in the buy-back announced, they are never under any obligation to spend even $1 of the $100 million. It is all completely at NIC discretion.

    Now, you would think NIC wouldn't have wasted their time setting up the buy-back unless they had intention to use it, but so far it would seem that they have not yet started buying any shares. As per some comments from others, the moment they do start buying, they have to tell the market what volume they purchased, and how much they $pent doing so.

    When (if) they buy-back their first package, we will find out via an announcement the following business day. Hopefully we see one of these announcements soon...
