I think you are getting two elements confused. NOPTA's supplementary advice is attached and was provided in connection with Asset's response to the NOIR "Notice of Intention to Refuse". I believe the document you were referring to was the DISER Ministerial brief provided to Morrison prior to him "making" his decision. As NOPTA is Independent, the Ministerial brief is prepared by the Oil and Gas division of DISER (now DISR). Your point remains valid, that the process was reverse engineered in that the decision had made by Morrison back in February 2021 and therefore the instruction to DISER was to support the pre-determined "biased" outcome.
