So.. once NOPTA sends its report...the Oil and Gas division of DISR can 'override' the NOPTA recommendation by providing their own assessment? Would that be a correct summation? And they were the ones who wrote that memo - giving Morrison 3 options?!
Sooo.. if DISR is also involved in the Decision making process with NOPTA and JA... then they tooo would be bound by the court order for a decision to be made in accordance with the Law... and not with a required outcome. Could they submit that Memo (or new one with similar options) again and say it is unbiased - i think not?
