I don't think financial capacity is a valid reason at all.
If a reason like that is accepted then what does that do to future projects that small companies want to undertake?
Every future project will be allocated to the multi billion dollar companies and there won't be any small companies in existence.
The way this whole process has been carried out screams bias in the biggest possible way.
In the history of granting approvals when has there ever been a case were the company has to prove it has the financial means to get the approval it has applied for?
