True, but Alrosa, Anglo American and similar big players swing a bigger bat - generally run huge projects in their entirety- meaning hundreds of millions of dollars in investments, not to mention huge employment for local communities only proceed with full government support and commitment... they can fast track the system.
Lucapa is a minority shareholder in a small enterprise (admittedly with huge potential) - a small hurdle for the treasury to exploit... they pool the cash and earn interest... this current government is as corrupt as the last... Africa repeat what it knows best.. corruption
