Which article of the constitution was it that said Serbian forces could unleash depraved genocide against over 8000 unarmed Bosnian men and boys?

After you answer that, we'll move on to where in the constitution it says Putin can deliberately target 2000 hospitals and medical centres in Ukraine, I am also curious about your thoughts on the constitutionality of such war crimes by Putin.
