It doesn't matter who starts using nukes. It won't matter because the other side will start using them too. If it escalates beyond that then we all know what happens next. So, blaming the side that uses nukes first is in effect a non-sequitur. Both sides end up destroying themselves. A more sensible outcome would be for one side to call for a halt to the fighting and engage in peace talks. Putin tried that several times but the West refused to go along. Hence, that's where we are now. The West now has to back off or else.
