Once Croatia (among others) declared independence Yugoslavia ended. If Serbia didn't try to impose their fascist rule over everyone it may have been a different story.
The war started when Serbian forces invaded Croatia and Bosnia to prevent independence. No one forced Serbia to do that. No one forced Serbia to perpetrate genocide.
Serbia was forced to stop their crimes against humanity however and as a result of their failed invasions and their depraved crimes against humanity they're now a coastline and Kosovo free rump state. Was it worth it for them? I don't think so.
