Your premise is vacuous. No one exercises options until either due ( if warrants ) or when equitably it makes sense.
The only thing you're actually on the money is the Government has caused the current situation.
Holders of either Heads or Oppies ( or both ) have been denied justice.
Instead of apportioning blame to holders throw your knives at the real culprits.
