If everything is so straight forward and obvious like you state then why is the administrator asking for a delay until mid December??

Perhaps NUH tried until the last possible moment, avoiding litigation against RT, to finalize the royalty and fee agreements but did not succeed so had no other alternative .
After all who in hell wants to sue their partner? (Especially at the start of the relationship) .One tries to avoid that at all costs.
