IMO and what I have noticed over the years is:

Unlike the Western nations which are in power for 3 or 4 years, which tend to make and change policies to win the next elections,
China makes policies and decisions with a long term 20 to 30 year effect in mind. They are not worried about the next election.

China has the power to stress and punish the western world being a large consumer and producer of resources.
Also, they tend to up hold their decions for atleast 2 or 3 years. Enough time to turmoil the Western nations.

Their restrictions on importing certain Items from Aus, sent Aus in a spin. They only changed their policies after a couple of years.
Sending a clear message to Aus, do not mess with our international policies, or you will suffer.

So IMO, the change in Antimony exports from China will only change again after a couple of years.
