The buyer BOT action indicates that a large investor may be buying back a position, or may even be the URA ETF, they have little cash at the moment, but they could always sell other shares to build back there ASN position.
I could only imagine how big it would be if similar approvals like resource drilling upgrades and other approvals at Paradox were to be announced.
