Those are borrowed shares. Traders borrow shares usually for short-selling purposes.

However, we can't know for sure that GS will use those borrowed share to short PLS. I happen to think there are 2 reasons to doubt that they will.

Firstly, there are 12,561,939 shares which are not borrowed shares. That shows GS did buy PLS. Why did GS buy 12.5 million shares if they wanted to short it? That doesn't make sense!

Secondly, PLS sp has dropped significantly from its peak, so it is too risky now to short it. To artificially push the share price down or up is not easy. It costs a lot of money. I don't think the risk-reward ratio to short PLS now is worth it. The question is what is the purpose of borrowing those shares then? Well, perhaps just to make a show that GS is going to short PLS so as to create a negative image on PLS while slyly to start accumulating as shown by those 12.5 million shares they bought.
