Personally, no, I don't think they are connected. The loosest connection I can make is that when people "crapped" themselves after the administrative hearing turned out to be....an administrative hearing, and sent the OBs thought the floor, he may have brought forward that anno to try, as best as he could, to have an orderly market in the OBs. Again, that's just pure speculation on my account, probably way off base and maybe he was always planning on making the anno when he did.
