Presumably the basis on which the decision will (or at least should) be made is whether the organisation will be compliant on an ongoing basis. If the organisation which holds the licence presents as one that will conduct itself in a manner compliant with regulation, it's hard to see a case for removing the licence. Or at least a case that wasn't already apparent before this inquiry.
