NICC never did their job properly. So when the noise started, they panic and went from little regulation to over regulation. Over regulation is dangerous and basically destroys a company regardless of CEO. Cost involved is huge. I believe the responsibility and cost should be shared 50/50 with the police (government).
NICC need to back of with some of their demands.
