If information is freely available to the public as it was in this case then why not disseminate it. Are we not the public. It would then be up to the Company (who I would assume may have an early draft of this or at least a heads up) to issue its position and explanation.
I do believe the transparency and assistance by the NRC to PEN should be viewed in a very positive light.
