Again, apart from a price most of your big questions have been discussed. Otherwise you may note that the project was slated originally to export gas to China. Domestic electricity production an early stage project to showcase and help develop industry and save local users huge import costs for power...but in no way whatsoever a huge part of the plan to explore for gas and develop a gas export project.
you could do some looking into what they pay in Mongolia to import electricity and work from there.
I never said its a foregone conclusion but your questions you are throwing up here are pretty benign. Some of those minesite power plants I mentioned actually export their power and are restricted by local infrastructure.
You must have missed my comment about the Mongolian Politics.
