You appear simply unable to understand what 'balanced market' means even tho it's been repeatedly explained. It's not about any China/ROW production equalisation; the last thing the Chinese want. They want a healthy, balanced Chinese supply chain where every stage is viable and profitable. That means improving returns on imported material, for example, to make their production profitable. It means limiting output growth to less than demand growth to support prices. Hopefully they learned their lesson on oversupply in 2023 and won't be dumb enough to repeat that mistake. I'm sure they hate the fact that Lynas can stay profitable while most Chinese sources and processors are underwater. That's the real message for Lynas holders; a balanced Chinese RE market means very healthy Lynas profits.
