As is spelt out within the article I posted (dated 31st August so up to date)....

"The Senate of Salta approved in the last hours the adhesion of the province to the RIGI and the increase in mining royalties reached the Senate today. As anticipated, both initiatives sent by the Executive were converted into law by the vast majority. Only two opposition legislators voted against one of the projects and approved the mining royalties and their increase from 3% to 5%.

In Catamarca, the issue is also marching. This week, the Finance, Mining and Industry commissions of Deputies issued a favorable dispatch to the project that proposes adhesion. For its part, Jujuy had joined the first week of August."

As per the excerpt below, the final RIGI regulations were only passed in the back half of August....i.e. just over 2 weeks ago! The progress made by the Provinces thus far has been quite speedy don't you think? Salta only approved it in the last day or two....."last hours" as of 31st August - so the article you referenced is out of date already.
As stated in the (more recent) article I posted, Catamarca has already issued communications proposing their "adhesion".
Patience grasshopper.....or just keep your head in the sand.
