You have forgotten the fact that Wind factories also have to be shut down in storm conditions, owing to their Goldilocks parameters.
Not enough wind doesn’t produce a meaningful amount of energy supply but too strong a wind can lead to catastrophic damage.
That’s why they can only produce around 25-30% of their supposed plate capacity.
