Chechnya was a republic since WW2 under USSR. Stalin dissolved Chechen Republic but Khruchev reinstalled it as a Republic. After the collapse of the USSR, Duraev declared independence and ruled till his death in 1995. Maskadov took over, signed a provincial peace with Yeltsyn and ruled till Putin went in and destroyed it and gave to Kadyrov. It was not recognised republic by UN but they were not governed by Russia from 1991 to 1999.
