My view is that the DFS will definitely not come until after the scheme has been approved and implemented (there is commentary confirming this in the original takeover ANN from 15th August - can dig this out from laptop later this morning).
However, enviro permits are a condition precedent of the deal, so there should be confirmation that enviro permits have been approved over the coming 1-2 months (assuming they are approved without any issues - which seems likely to me).
