They can go to 19.9% without any problem.
20% is the magic number which forces their hand to a TO offer.
Many speculations have been made about a TO but savy investors also like to buy as much as they can.

There are strong chances of upgrades to the JORC at Mt Magnet and these guys are making a beautiful habit of finding more gold and creating shareholder wealth along the way.
