Technically it is best to deepen the well first and to start the well test with the deepest potential reservoir formation.
But when you are sure you can deliver a commercial test rate from already drilled 35 meters, than show the market this flare first. You would make the market very happy with this flare instead of diluting the company with heaps of too cheap new shares.
