Buybacks take shares off the table for others to buy, potentially lifting the SP slightly, and they slightly decrease the number of shares for when dividends are to be divvied up. Plus other accounting benefits - they make the balance sheet marginally stronger.
However, they show that management have no other imagination or options to spend the money to grow the business.
