Following on from a timing perspective - what's MSB game plan?

It seems that SI (and Mesoblast) is taking a big gamble on Ryoncil being approved and therefore not doing the financial prudent approach and raise additional funds already. ... if a CRL#3 is raised, then this gamble has backfired badly! Let's not go there

That's the MSB game plan IMO - now why would SI (and board agree to) undertake this dangerous approach without some good understanding of the chances of Ryoncil being approved? hmmm
