According to the battlefield map, parts of those districts are partially occupied by the AFU.
Evacuation of civilians usually takes place before an escalation. Either the Russians are anticipating the AFU to try escalate and expand their foothold in those districts, or the Russians are planning an all-out counter-offensive in that direction.
