Looks like someone may be trying to game the russian enriched uranium ban. Or at least the US is considering ways that it could be gamed.
Say a country exports all of it's domestically produced product to the US at high prices, then fuels their own reactors with cheap imported russian leu.
Sounds like the yanks are onto it with more action to come.
