Can you please tell me which brands of inverters that use this.
Why would you want to control the export to network from PV's or wind home generation where they are getting very cheap power.
If in your area you have say 1000 households exporting eg: 500w each that is 500Kw of cheap power feeding back into the network, where the sunlight is monitored constantly and the export to the network is known instantly and can be separated as to where the power is fed into the network, I do not see that it is a cause of instability of the network.
Other major factors would have to come into play for the network to become unstable.
If the sun disappeared and the feed in to the network dropped to say 50Kw, it would not make the slightest change in the overall stability of the network.
The more solar and wind we can get into homes and have the networks become less reliant on the demands of the transmission grid, the overall cost for the ever increasing demand the more generation and development of larger transmission networks, the overall cost to the taxpayer will be reduced.
The way I see it is that SA wants control so that they are forcing you to buy their power at their rates so that they can justify their expenditure of their expansion and upgrades to their network.
The more money they pay the exporters of the power to the network, the less income they are receiving!
Absolutely nothing to do with stability. If it is then they are very poor on operational management!
