    You not understanding something doesn't make it nonsense.

    A structural deficit doesn't need to be addressed in one year.

    There's also two sides to the coin. Revenue & expenditure.

    If revenue grows at a faster rate than expenditure, the deficit is narrowed. This brings the budget towards structural balance.

    The second highest expenditure growth is the NDIS. Hmm, maybe that's a logical place to start when looking at expenditure growth then?

    Slow down the growth in expenditure, the structural deficit is rectified more quickly.
